He was born on January 29, 1972 at Golkand village of Krasnoselo region of Western Azerbaijan.

He finished secondary school in 1989, and in 2001 he graduate from bachelor`s degree at Azerbaijan State Economic University, in 2004 he graduated from master`s degree with honors at the same university. At present, he is dissertator of Azerbaijan State Economic University.

In 1989 he held the position of accountant at Unified accounting department of Ministry of Social Security of Azerbaijan Republic.

In 1990-1992 he was in military services.

In 1992-1994 held the position of inspector at Social protection centre in Sabail district of Ministry of Labor and Social Protection of Population of Azerbaijan Republic, in 1994-1996 the position of inspector at Social protection centre in Khatai district, in 1996-1998 the positions of inspector and senior inspector at Labor and Employment Center of Khatai district, in 1998-2003 the position of senior inspector at Center for Social Protection of Population of Khatai District.

In 2004 he held the position of senior specialist at the department of Audit legislation and methodical provision of the Chamber of Auditors of the Republic of Azerbaijan, in 2005-2010 the position of director of Scientific-Research and Training Center. Since 2010 till this day he is holding the position of Head of personnel training, foreign relations and publishing department.

Since 2005 he is the member of International Institute of Internal Auditors (IIA).

Since 2006 he is the chairman of Trade Union Committee of Chamber of Auditors.

Since July 27, 2009 he is the member of the Council of the Chamber of Auditors of the Republic of Azerbaijan.

On December 29, 2010 he was awarded with `Honorary Decree` of the Republic of Azerbaijan.

He is the member of New Azerbaijan party.

He is married. He has four children.
