5 November 2001 — The Central Bank of the Republic of Azerbaijan and the Azerbaijan Banking Training Centre — Protocol on Joint Activities. The Central Bank of the Republic of Azerbaijan was established in accordance with the Decree of the President of the Republic of Azerbaijan dated 11 February 1992 "On the Establishment of the National Bank of the Republic of Azerbaijan," which entered into force on 12 February 1992. Following the constitutional referendum of 18 March 2009, the name "National Bank of the Republic of Azerbaijan" was changed to "Central Bank of the Republic of Azerbaijan."

16 June 2003 — Azerbaijan State University of Economics — Cooperation Agreement. The training of economists with higher education in Azerbaijan began as early as the 1920s. Initially, the Faculty of Economics was one of five faculties of the Polytechnic Institute established by the Azerbaijan Revolutionary Committee. In 1922, a department of economics was opened within the Faculty of Social Sciences at Azerbaijan State University, which trained specialists until 1930. Pursuant to a resolution of the Council of People's Commissars of the Azerbaijan SSR, the Azerbaijan Institute of Trade Cooperation was established on the basis of the economics department, becoming the foundation of the modern Azerbaijan State University of Economics.
Founded in 1930, the university is today one of the largest institutions of higher education in the South Caucasus. It comprises 8 faculties, offering training in 21 specialities, with a student and graduate body exceeding 18,000. More than 1,000 faculty members work at the university, including 120 professors, around 600 associate professors, full members of the Azerbaijan National Academy of Sciences and the New York Academy of Sciences, state prize laureates, and honoured scholars and educators. The university also hosts more than 850 international students from 12 countries.

25 June 2003 — Ministry of Taxes of the Republic of Azerbaijan — Partnership Agreement
In the context of transition to a market economy, the role of tax authorities in implementing consistent economic policy and shaping state budget revenues steadily increased. The tax service was established in July 1990 within the Ministry of Finance of the Republic of Azerbaijan with the aims of: implementing new tax policy; ensuring the full and timely collection of taxes and mandatory payments into the state budget; exercising state control over compliance with tax legislation by legal entities and individuals; and monitoring compliance with state pricing discipline.
Later, in October 1991, in order to increase the effectiveness of tax control, the service was separated from the Ministry of Finance and transformed into an independent state body — the Main State Tax Inspectorate of the Republic of Azerbaijan. By Decree of the President of the Republic of Azerbaijan dated 11 February 2000, the Main State Tax Inspectorate was abolished, and on its basis the Ministry of Taxes of the Republic of Azerbaijan was established as the central executive authority responsible for implementing state tax policy, ensuring full and timely collection of taxes and other mandatory payments to the state budget, and exercising state control in this sphere.

1 June 2004 — Azerbaijan University of Architecture and Construction — Cooperation Agreement. The Azerbaijan University of Architecture and Construction traces its history to 1920, when a construction faculty was established within the Baku Polytechnic Institute. Between 1932 and 1934 it operated as an independent Construction Institute, and from 1934 it was again incorporated into the Azerbaijan Industrial Institute as a construction faculty. Following the establishment of the Azerbaijan Polytechnic Institute in 1951, the construction faculty was transferred to it. In 1975, by resolution of the Cabinet of Ministers of the Republic of Azerbaijan, the Azerbaijan Civil Engineering Institute was established. Since 1992, the institution has held university status. On 13 June 2000, by Decree of President Heydar Aliyev, the university received its current name — Azerbaijan University of Architecture and Construction.

The Confederation was founded on 5 March 1999 and officially registered on 9 April 1999. The Main Department was established by Order No. 114 of the President of the Republic of Azerbaijan dated 3 March 2004. 16 August 2010 — State Committee for Securities of the Republic of Azerbaijan — Memorandum of Cooperation. A new stage in the development of Azerbaijan's securities market began on 30 December 1998, following the signing of the Presidential Decree "On the Establishment of the State Committee for Securities under the President of the Republic of Azerbaijan." 1 December 2010 — Chamber of Accounts of the Republic of Azerbaijan — Memorandum of Understanding
In accordance with the legislation, the main areas of state financial and budgetary oversight carried out by the Chamber of Accounts of the Republic of Azerbaijan include the following:
- participation in the budget process;
- monitoring revenues to the State Budget derived from the management and privatization of state property;
- conducting analytical and expert assessments;
- preparing opinions on the draft State Budget and the budgets of state extra-budgetary funds;
- preparing opinions on the annual report on the execution of the State Budget;
- conducting financial reviews of international treaties and draft laws upon the instruction of the Milli Majlis;
- carrying out financial and budgetary audits.
In line with these areas of financial and budgetary oversight, the Chamber performs the following functions:
- prepares opinions on draft State Budgets, the budgets of state extra-budgetary funds (institutions), the annual report on the execution of the State Budget, and the related draft legislation;
- monitors the timely execution of the revenue and expenditure items of the State Budget, the budgets of state extra-budgetary funds (institutions), and the budget of the Nakhchivan Autonomous Republic with respect to their volume, structure, and intended purpose;
- analyzes state budget financing for compliance with the approved State Budget, develops recommendations for eliminating identified deviations and improving the budget process, and submits these recommendations to the Milli Majlis;
- at the request of the Milli Majlis and its committees, conducts financial examinations of international treaties to which the Republic of Azerbaijan is a party and which are subject to parliamentary approval;
- obtains information from the Central Bank of the Republic of Azerbaijan, authorized banks, and credit institutions on the movement of State Budget funds and state extra-budgetary funds (institutions) through bank accounts, analyzes such information, and submits recommendations to the Milli Majlis;
- reviews whether receipts to and expenditures from the Treasury Single Account comply with the indicators established in the approved State Budget and informs the Milli Majlis accordingly;
- reports to the Milli Majlis on violations identified during audit and oversight activities;
- conducts, in accordance with the legislation, audits of the revenues and expenditures of the State Budget and the consolidated budget, including state extra-budgetary funds;
- upon the request of the authority responsible for administrative supervision over municipalities, carries out financial and budgetary examinations of local budgets.
In addition, at the request of the President of the Republic of Azerbaijan, the Milli Majlis, or its committees, the Chamber conducts financial and budgetary examinations, prepares opinions, and submits recommendations.
In accordance with the legislation, the Chamber of Accounts of the Republic of Azerbaijan exercises state financial and budgetary oversight through the conduct of audits.

17 December 2010 — Azerbaijan University — Cooperation Agreement. The foundation of private higher education in Azerbaijan was laid by Azerbaijan University (AU). The country's first private university, Azerbaijan University, was founded in 1991 by Professor Salahaddin Khalilov.
Education at Azerbaijan University is governed by the Law of the Republic of Azerbaijan "On Education", as well as other applicable legal and regulatory acts. The University is authorized to issue state-recognized diplomas, and its students enjoy all benefits granted to students of public higher education institutions, including eligibility for military service deferment.
Since 2006, the University has operated in accordance with the requirements of the Bologna Declaration. It offers 19 undergraduate degree programmes, 9 master's specializations, and 15 doctoral (PhD) fields of study. The University currently has 1,299 undergraduate students, 63 master's students, 24 doctoral candidates, and 42 dissertation candidates. Between 1995 and 2016, Azerbaijan University graduated 3,200 bachelor's degree holders, while from 1999 to 2016 it awarded master's degrees to 381 graduates.
The University consists of four faculties and employs 170 academic staff members. Its academic personnel include one Corresponding Member of the Azerbaijan National Academy of Sciences, 13 Doctors of Science and Professors, 20 Associate Professors, and 51 Candidates of Science (PhD-equivalent).
Established in the same period as the restoration of Azerbaijan's state independence, Azerbaijan University has undergone remarkable development over its 25 years of operation. It has built a highly qualified academic staff comprising experienced professionals, Western-educated researchers, and distinguished professors. 23 May 2012 — Azerbaijan State Agrarian University — Cooperation Agreement. In September 1919, following the establishment of Azerbaijan's first higher education institution, Baku State University, the Azerbaijan Revolutionary Committee founded the country's second higher education institution, the Baku Polytechnic Institute, on 16 November 1920. On 18 December 1920, five faculties were established within the Institute, including the Faculty of Agriculture, marking the beginning of higher agricultural education in Azerbaijan. Agronomist N. A. Lebedev was appointed the first Dean of the Faculty of Agriculture. From 1921 until May 1929, the Faculty was headed by Professor Vladimir Pavlovich Smirnov-Loginov, a student of V. V. Dokuchaev, the founder of soil science, who had been exiled to the South Caucasus together with a group of Russian and foreign scholars. Pursuant to Presidential Decree No. 349 of the Republic of Azerbaijan, dated 13 June 2000, the institution was officially recognized as a state higher education institution operating on the principle of institutional self-governance.

3 August 2012 — Lankaran State University — Cooperation Agreement. Lankaran State University was opened as a branch of Baku State University by resolution of the Cabinet of Ministers dated 25 September 1991, and in 1992 it again obtained the status of an independent state university. Today, the university operates on a credit system. 4 December 2013 — Association of Professional Financial Managers of Azerbaijan — Cooperation Agreement. The Association of Professional Financial Managers of Azerbaijan (APFM) was established in 2007 in connection with the implementation of the Law of the Republic of Azerbaijan "On Accounting" dated 29 June 2004. 11 November 2016 — CBS Language and Business Center LLC — Cooperation Agreement. CBS Language & Business School organises preparatory courses for the following international professional programmes: ACCA; CIMA; CFA; CIA; local audit; accounting in Azerbaijani; management accounting; tax accounting; and International Financial Reporting Standards (IFRS). 5 April 2010 — Financial Monitoring Service under the Central Bank of the Republic of Azerbaijan — Memorandum of Understanding on Combating the Legalisation of Criminally Obtained Funds and the Financing of Terrorism. The Financial Monitoring Service was established by Decree No. 66 of the President of the Republic of Azerbaijan dated 23 February 2009. The Service is the state body authorised to exercise powers under legislation in the field of combating the legalisation (laundering) of funds and other property obtained through criminal means, and the financing of terrorism.
Pursuant to Decree No. 760 of the President of the Republic of Azerbaijan dated 3 February 2016, the Financial Markets Supervisory Authority of the Republic of Azerbaijan was established as a public legal entity, with the aim of improving the system of state regulation and oversight of the securities market, investment funds, insurance, credit organisations (banks, non-bank credit organisations and the postal operator), payment systems, and of strengthening control in the field of combating money laundering and terrorism financing.

20. 11 April 2017 — International Training and Project Center — Cooperation Agreement
The International Training and Project Center was established based on the experience of continuing education centers of leading world universities such as Oxford, Harvard, and Cambridge.
The main areas of the Center’s activities include:
- Providing corporate training and consulting services;
- Implementing marketing, financial management, and human resources systems in enterprises;
- Addressing operational and organizational challenges of companies
- Implementing joint projects with domestic and international companies;
- Representing foreign universities in Azerbaijan;
- Preparing candidates for international examinations such as TOEFL, IELTS, GRE, GMAT, SAT, and ECDL;

22. 15 January 2019 — Cooperation Agreement between the Bar Association of the Republic of Azerbaijan and the Chamber of Auditors of the Republic of Azerbaijan on Combating Corruption Offences, the Legalisation of Criminally Obtained Funds, and the Financing of Terrorism.
The Bar Association of the Republic of Azerbaijan is an independent, self-governing, non-state, non-commercial organisation uniting all lawyers in the country. It is the legal successor of the Bar Association that operated under the Regulation "On the Bar of the Azerbaijan SSR," approved by the Law of the Azerbaijan SSR dated 13 November 1980. The Association's main objectives are: protecting human rights and freedoms; protecting the legitimate interests of individuals and legal entities; providing qualified, conscientious and professional legal assistance; and enhancing the standing of the legal profession. The organisation and activities of the Association are governed by the Law of the Republic of Azerbaijan "On Lawyers and Advocacy" and its Charter.
