He was born into a teacher family in Allahverdi region of West Azerbaijan on January 7, 1950.

In 1966, he finished secondary school № 31in Baku city and entered Azerbaijan State University (current BSU) in the same year.

He graduated from Azerbaijan State University in 1971, Baku Asia University in 1999.

In 1972-1992 years he worked at the positions of laboratorian, economist, junior research worker, head of department, head of the section at Scientific-Research Institute of Economy Under the State Planning Committee of the Republic of Azerbaijan.

In 1979-1981 years he held the position of Deputy Director on scientific works at Project Construction Technologies Institute under the Ministry of utility services to the population.

In 1992-1996 years he worked at the positions of head of department, first deputy of head of the section and head of the section at Economic Legislation Department of the Milli Majlis of Azerbaijan Republic.

In 1978 he defended dissertation thesis on the subject of “Improvement of the regulatory framework for Planning of material and technical supply of the service sector” at Moscow Institute of National Economy named after Q. V. Plekhanov, and in 1990 defended doctoral dissertation on the subject of “Development problems of infrastructure of social life in union republics” at the same institute.

He is the author of more than 150 scientific works and  5 monographs. In 2000, he gained a professor degree.

Since April 5, 1996 he has been holding the position of chairman of the Chamber of the Auditors of Azerbaijan Republic.



He is the member of New Azerbaijan Party.

He is married. He has two children.
