Training on the topic “Legal Foundations of Oversight of Auditing Activities” was conducted.

In order to enhance the professional level of the inspectors for external quality control of the Quality Management Department of the Chamber of Auditors of the Republic of Azerbaijan, a series of training sessions commenced on 14 April 2026 within the framework of the certification programme. The training sessions are planned to continue in accordance with the established schedule and in the following areas:

1) 14.04.2026 — “Legal Foundations of Oversight of Auditing Activities”;

2) 16.04.2026 — “Key Provisions of ISQM 1 and ISQM 2”;

3) 21.04.2026 — “Key Provisions of ISQM 1 and ISQM 2”;

4) 23.04.2026 — “Ethical Requirements and Principles of Independence”;

5) 28.04.2026 — “Quality Management System”, “Risk-Based Approach”;

6) 30.04.2026 — “Quality Indicators”;

7) 05.05.2026 — “Audit Documentation (BAS 230)”, “Audit Evidence (BAS 500)”

8) 07.05.2026 — “External Confirmations (BAS 505)”, “Identification of Typical Deficiencies”;

9) 12.05.2026 — “Planning of Monitoring Activities”, “Collection of Evidence”;

10) 14.05.2026 — “Preparation of Reports”

On 14 April of this year, training for the inspectors on “Legal Foundations of Oversight of Auditing Activities” was successfully conducted. Within the framework of the topic, detailed information was provided on the Law of the Republic of Azerbaijan “On Audit Service”, the Regulation “On the Chamber of Auditors of the Republic of Azerbaijan”, Clause 45 “Implementation of International Auditing Standards” of the National Strategy for Increasing Transparency and Combating Corruption, approved by Order No. 2292 of the President of the Republic of Azerbaijan dated 28 July 2007, as well as the implementation of Decision No. 206/7 of the Council of the Chamber of Auditors dated 30 December 2009. In addition, general information was provided on the application and use of the “Rules on External Quality Control of Audit Services in the Republic of Azerbaijan”, approved by Decision No. 385/1 of the Council of the Chamber of Auditors dated 5 February 2026.

The main objective of the training was to enhance knowledge and skills in the areas of legal regulation of auditing activities, existing control mechanisms, as well as regulatory and legal acts applied in professional activities.

During the training, the participants were provided with detailed explanations of auditors’ rights and responsibilities, accountability, and the principles of conducting activities in compliance with legislation. At the same time, the legal foundations of oversight of auditing activities, the powers of the relevant regulatory authorities, and issues related to the proper application of legislation in the audit process were extensively discussed.

The training contributed to strengthening the professional competence of the inspectors and enhancing transparency and quality in the field of auditing.

Safter Valizade, Director-Auditor of “SR Audit Solutions” LLC, participated in the training as a speaker, while Goshgar Ahmadov, Head of the Audit Transformation, Operational Regulation and Quality Management Department, acted as moderator, sharing his views on the topic.
